The European Commission’s May 2024 report highlighted that legal and practical barriers continue to hinder libraries and researchers in their work. In response, LIBER developed an Action Plan to address these challenges, focusing on copyright, data legislation, and regulatory issues.
Funded by the KR21 Project and led by the Copyright & Legal Matters Working Group, the plan outlines 35 practical steps to support Open Access and Open Science—covering topics like rights retention, secondary publishing, licensing, copyright exceptions, and data mining. More information.
